Application Procedures


Substitute Teachers

The Norfolk Public School District utilizes Substitute Teachers and Local Substitute Teachers who have a current Nebraska Teaching Certificate. (For information on how to get a Nebraska Teaching Certificate, please see the link to the Nebraska Department of Education below.)

A Regular (Initial, Standard or Professional) or Substitute Nebraska Teaching Certificate requires an applicant have a baccalaureate degree in education from an approved college and meet all the requirements established by the Nebraska Department of Education. Upon receipt of a Nebraska Teaching Certificate, interested applicants should contact the NPS Personnel Office at (402) 644-2508 for application materials and to schedule a an appointment. Substitute pay is based on a percentage of the beginning teacher salary per the current negotiated agreement. (Please note the additional requirements for all substitute teachers listed below.)

Prior to applying for a Local Substitute Teaching Certificate, interested persons must contact the Personnel Office in the Central Administration Building at (402) 644-2508 to set up an appointment during regular office hours, 8:00 a.m. to 4:00 p.m. This certificate requires an applicant have at least 60 hours of college credit, including a professional education course and human relations training, and meet all other requirements established by the Nebraska Department of Education. Local Substitute pay is based on a percentage of the beginning teacher salary per the current negotiated agreement. Substitutes with this certificate are limited to working 40 days in a school year, and long-term substituting is not allowed. ALL substitute teachers must:

  1. Possess a current Nebraska Regular (Initial, Standard or Professional), Substitute, or Local Substitute Teaching Certificate (with the original certificate registered in our office)
  2. Complete a Norfolk Public Schools' Substitute Teacher Application
  3. Complete the necessary payroll forms (I-9, W-4, and direct deposit) and provide the appropriate identification
  4. Receive a current photo identification badge
  5. Annually attend a "Substitute Teacher Workshop" (approximately 60 minutes) to review district policies, school procedures, and instructional strategies. Substitutes planning to work in a K-3 classroom must also attend an additional training on the district's Reading Mastery program.
